The following legislation supported by Congress is related to DCVC initiatives and interests.

 

IMPROVE Acquisition Act (H.R. 5013)

Section 


National Defense Authorization Act for Fiscal Year 2009

Section 803 of the new Act requires that contracting officials identify and evaluate the use of commercial computer software β€œat all stages of the acquisition process (including concept refinement, concept decision, and technology development).”

 

Section 826 of the NDAA serves to enforce the implementation of legislative language added last year, requiring market research to prevent technology reinvention.  Congress is now requesting an implementation report, due by October 1, 2009, outlining the steps that the Secretary of Defense has taken to encourage better market research and to supply the appropriate tools to support contracting officials in their search.

Testimonies

 

Review the testimonies of those who have testified before Congress in regard to the issues that align with the DCVC mission.

  • The Chairwoman of the Acquisition Advisory Panel, Marcia Madsen, testified before the Subcommittee on Readiness and Management Support Committee on Armed Services.  Madsen discusses "enhancing competition and adopting more commercial practices... implementing performance-based acquisition... the management and use of interagency contracting... acquisition workforce deficiencies... and the appropriate role of contractors supporting the government." (January 31, 2007)
